Resumen:
Busca-se responder à seguinte pergunta: o Sul Global tem potenciais contra-hegemônicos para empreender reformas na Economia Política dos Dados (EPD) a nível internacional? Para respondê-la, são descritas quatro categorias de recursos globais em EPD: infraestruturais, técnico-humanos, empresariais e políticos. Das quatro, selecionam-se duas: recursos infraestruturais (MOINUDDIN, 2021; OECD, 2020a, 2020b; PARAYIL, 2016; THORAT, 2019; WARF, 2012; WINSECK, 2017) e políticos (BRADSHAW et al., 2015; GILLWALD; BARRANTES, 2017; ITU, 2021; MUSIANI et al., 2016a; POLATIN-REUBEN; WRIGHT, 2014). Estas são exploradas em termos dos potenciais contra-hegemônicos que Brasil e Índia, países escolhidos para a pesquisa, dispõem com relação a cada uma. Exemplos de recursos infraestruturais são data centers, cabos submarinos, pontos de troca de tráfego (PTT ou IXP), matéria-prima para estruturas necessárias ao funcionamento da internet (lítio, bauxita e alumínio, nióbio). Exemplos de recursos políticos são populações e usuários da internet, legislações locais, história política relacionada à EPD. Os métodos utilizados são a consulta documental em relatórios de organismos internacionais (ITU, 2021; OECD, 2020a, 2020b), complementada por consulta a associações de setor se pertinente; e a revisão de literatura para elencar os potenciais contra-hegemônicos políticos. Adota-se conceito que tanto enfatiza a economia política por trás da temática como é originário do Sul Global: o de EPD (GONZALEZ, 2021). Essa escolha se deve a: existência de um ponto cego da produção acadêmica em EPI sobre a temática (ATAL, 2020; BEST et al., 2021; LEBARON et al., 2020), diagnosticado em edição conjunta da Review of International Political Economy e da New Political Economy; teoria sobre o assunto ser produzida, predominantemente, por e para o Norte Global (CHENOU; FUERTE, 2019; DEIBERT, 2020; EVANGELISTA, 2017; OPPERMANN, 2018). A Teoria Crítica das Relações Internacionais (COX, 1981; GARCIA; DE SÁ, 2013; GILL, 2008; LINKLATER, 1998; RAMOS, 2012; SHIELDS; BRUFF; MACARTNEY, 2011; WORTH; KUHLING, 2004) é o marco teórico.
